Who qualifies for the Affordable Care Act?
Individuals at all income levels can sign up for health insurance under Obamacare. If you have a household income between 100% and 400% of the federal poverty level (FPL), you may qualify for a premium tax credit or special subsidies that will reduce health insurance costs.
It was designed to extend health coverage to millions of uninsured Americans. The act expanded Medicaid eligibility, created a Health Insurance Marketplace, prevented insurance companies from denying coverage due to pre-existing conditions, and required plans to cover a list of essential health benefits

Ads MUST:
Conspicuously mention health insurance, ACA, Obamacare, premium tax credits as the primary offer (not in passing or secondary to more aggressive angles)
Ads MAY NOT contain:
-no images of excessive cash counting / flashing
-Implications, depictions, impressions or promises of money being deposited into a bank account
-Implications, depictions, impressions or promises of money being provided for rental assistance, gas, groceries or food
-Implications, depictions, impressions or promises of direct monetary payments to consumers
-Implications, depictions, impressions or promises of a spending card or loaded debit/credit card with which consumers can buy whatever they'd like
-Logos, branding or Marks owned by any insurance carriers, third-party companies, or government entities without prior written approval from the aforementioned.
-Images of re-loadable debit or "HSA" cards (including those violating the above provision with Visa or MasterCard logos)
-Images of Medicare cards or other government benefits
-Allusions to ACA subsidies also qualifying consumers for unrelated programs like rental assistance, food stamps, solar, etc.
-Promises or guarantees that coverage will be definitely be free
-Promises or guarantees of free dental, vision, or hearing benefits (as these nearly always cost extra)
-Promises or guarantees of "free healthcare" past the point of enrollment or implying they will have no out of pocket expenses post enrollment
Ads MAY or SHOULD:
-Disqualify Medicare and Medicaid either in writing or verbally in the case of videos and ideally do so again on landing pages or websites.
-Qualify consumers to make above the Medicaid threshold and
-Promote ACA essential benefits (see below)
-Promote ACA subsidies and tax credits (see below)
-Promote Qualifying Life Events during the Jan. 16 - Oct. 31 Special Enrollment Period (see below)
-Assert that many ACA-eligible Americans qualify for low to $0 premiums
