Participants will receive one inhaler that contains either two medications or three medications. The study inhaler will be used twice a day for one year. There will be no placebo on this study. Additional procedures include chest x-ray, breathing tests, physical exams, and laboratory testing. Total participation will last approximately one year and one month and will include up to twelve doctor’s visits and one phone call. Eligibility for the study will be determined by the study doctor following one or more in-person screening visits to the clinic. Study related procedures and study medication will be provided at no cost. Qualifications: - Must be diagnosed with COPD and chronic bronchitis for one year or longer - Can be current OR former smoker - Cannot have asthma
